The heaviest rainfall in at 80 years has sent flash floods barreling across a major highway and into busy business areas of Istanbul, Turkey.

Floodwaters trapped factory workers and truck drivers in their vehicles and more than 30 people drowned.

The weather office said more than 130 mm of rain fell in a matter of hours.

Fred has become the second named hurricane of the Atlantic season but the powerful storm with winds at 195 km/h is not expected to impact land.

Forecasters say Fred is unusual because of how far east in the Atlantic the storm is.

As of today, Fred is churning about 800 km from the Cape Verde Islands (off the coast of Africa) and is expected to weaken within the next several days.
